More than half of uninsured Americans likely will pay the fine instead of buying health insurance, Congressional Budget Office officials projected.
Of the 30 million likely uninsured in 2016, more than half are exempt from the insurance mandate under the Affordable Health Care Act, the CBO estimated. Still, the fine could hit as many as six million people, and cost taxpayers double what the Obama administration projected, CBO officials said.
